            Delegates Shott and Manchin move to amend the Committee Substitute on page twenty-eight, section five (c), line seventeen, after the word “conditions” by striking out the words “in the opinion of the secretary”;

            And,

             On page twenty-nine, section five (c), line one, after the word “place ” by inserting the following words “and are consistent with the requirements of this article”.
